Settling in Australia on subclass 866 in 2026: services and proof of visa

What subclass 866 holders can access after arrival, and how to prove the visa with VEVO and ImmiCard, as at August 2026.

Published:

Holding a Protection visa (subclass 866) makes you an Australian permanent resident from the day the visa is granted, and the two practical consequences are straightforward: you use VEVO to prove the visa and show its conditions, you may obtain an ImmiCard as an official credential, and you can access mainstream government services such as Medicare, Services Australia payments, job matching and free English classes where you are eligible. This article is based on the Department of Home Affairs official page "Protection visa (Subclass 866)" as at August 2026, and it is general information only rather than advice on any individual case — for decisions that turn on your own circumstances, rely on what the official page currently says or on a registered professional.

What does the subclass 866 actually give you as a permanent resident?

The visa is permanent: it lets you stay in Australia indefinitely, and you become a permanent resident on the grant date rather than on arrival or on some later step.

On top of that, the visa allows you to live, work and study in Australia permanently, and you are protected by Australian workplace law while you do so. The Department points visa holders and migrant workers to the Fair Work Ombudsman material on workplace rights and entitlements.

Two further consequences sit in the background of most settlement decisions. You may be able to sponsor eligible family members for permanent residence through the offshore Humanitarian Program, and for citizenship purposes your permanent residence starts on the day the visa was granted.

How do you prove you hold a Protection visa?

You prove the visa and show its conditions to someone through VEVO (Visa Entitlement Verification Online). VEVO is the system the Department names for checking your visa details and conditions online, and it is also the place to check that the travel component of your visa is still valid before you leave Australia.

Separately, you and your eligible family members can obtain an ImmiCard. The Department describes it as an official, secure immigration credential carrying a photograph and personal details — family name, given names, date of birth and gender — plus a unique number linked to biometric and visa details in its system.

There is no visa label. The Department digitally links your visa to your travel document or ImmiCard, so you will not get a label in your travel document.

Document or system What it is What it covers
VEVO Online visa check Proves you hold the visa and shows your visa conditions; also shows whether the travel component is still valid
ImmiCard Official, secure immigration credential Photo and personal details (family name, given names, date of birth, gender), with a unique number linked to biometric and visa details
Visa label Not issued The visa is digitally linked to your travel document or ImmiCard instead

Which government services can subclass 866 holders access?

The visa gives access to government services such as Medicare and Centrelink services. The Department lists a broader range of Australian Government support that you may be able to access:

  • benefits administered through Services Australia
  • job matching
  • Medicare
  • short-term counselling for torture or trauma, where required

Services Australia delivers a range of social and health-related payments and services, and eligibility for a particular payment or service is a separate question from holding the visa. An unaccompanied humanitarian minor can get support through the Unaccompanied Humanitarian Minors program.

Free English language classes are also part of the picture: the visa allows you to attend English language classes for free if you are eligible, under the Adult Migrant English Program (AMEP).

The Australian Government has also produced a family safety pack covering Australia's laws on domestic and family violence, sexual assault and forced marriage, together with information on essential services and emergency contacts. It is published by the Department of Social Services.

Do you need a Tax File Number?

Yes, if you will receive income in Australia. The Australian Taxation Office issues Tax File Numbers and takes applications online.

Income is not limited to wages. The Department's description includes wages or salary from a job, government payments and income from investments, so the obligation is not confined to people who have started work.

What do you have to tell the Department after the grant?

Your obligations continue after the visa is granted. You and your family members must obey all Australian laws, and you must notify the Department of specified changes, including:

  • changes to your name, phone number, email, address or passport
  • changes to your marital or de facto status
  • the birth of a child
  • a death in your family

What should you know before you travel?

You can travel to and from Australia for five years from the date the visa was granted, and you may leave and re-enter as many times as you like in that period as long as the visa is in effect. After five years the travel facility expires and you need a Resident Return visa (subclass 155 or 157) to re-enter Australia as a permanent resident; if you leave after it expires, or it expires while you are overseas, you need to be granted an RRV before you can return.

Before leaving, check in VEVO that the travel component of your visa is still valid. The Department recommends not using the passport or travel document issued by your country of nationality, because doing so may lead it to consider that you no longer require Australia's protection and to cancel your visa. Australian travel documents are issued through the Australian Passport Office of the Department of Foreign Affairs and Trade.

Travel condition 8559 applies to this visa. You and members of your family unit must not enter the country or countries from which protection was granted unless the Department approves that entry in writing beforehand, and approval is only given where there are compassionate or compelling circumstances. Entering without written approval, even briefly, breaches condition 8559 and may result in cancellation of your visa and the visas of your family unit.

Two further points matter overseas. Consular assistance is available to Australian citizens, and to permanent residents only in crisis situations; travelling overseas is otherwise at your own risk. On return, the Department's SmartGate automated process uses facial recognition technology and your ePassport, which can shorten your exit through the airport.

Can you sponsor family and later apply for citizenship?

As a permanent resident you might be able to sponsor eligible family to come to Australia through the offshore Humanitarian Program. Family members who are not eligible for that pathway need to be assessed against other visa options.

Citizenship comes later. After a certain time you might be eligible for Australian citizenship, and because permanent residence starts on the visa grant date for citizenship purposes, that date is the reference point rather than the date you began settling in.

Frequently Asked Questions

Do I need an ImmiCard if I can already check my visa in VEVO?

They serve different purposes. VEVO is how you prove you hold the visa and show your conditions, including whether the travel component is still valid. An ImmiCard is an official, secure immigration credential with your photo and personal details, linked to biometric and visa records, which you and eligible family members may obtain.

Will I get a visa label in my passport?

No. The Department digitally links your visa to your travel document or ImmiCard, so no label is placed in the travel document.

Can I use Medicare and Centrelink payments on subclass 866?

The visa allows access to government services such as Medicare and Centrelink services, and Services Australia delivers the social and health-related payments and services. Whether you qualify for a specific payment or service is assessed against that program's own eligibility rules.

Do I need a Tax File Number if my only income is a government payment?

Government payments are income for this purpose. The Australian Taxation Office describes income as including wages or salary from a job, government payments and income from investments, and issues Tax File Numbers for anyone receiving income in Australia.

How long is the travel facility, and what happens after it ends?

The travel facility runs for five years from the date the visa was granted. After it expires you need to be granted a Resident Return visa (subclass 155 or 157) to re-enter Australia as a permanent resident.

What happens if I return to the country I was granted protection from?

You must not enter that country or countries without the Department's written approval given before you travel, which is only given for compassionate or compelling circumstances. Entering without approval breaches travel condition 8559 and may lead to cancellation of your visa and the visas of your family unit.

When does my permanent residency start for citizenship purposes?

On the day the visa was granted. That date is treated as the start of your permanent residence for Australian citizenship purposes.
