Photos, IDs and Forms: The Mechanical Errors That Stall Parent Visa 103 in 2026
What the Parent visa (subclass 103) rules actually require for photos, identity documents and forms — sizes, counts and the paperwork that holds up a file.

What exactly do the photo rules require?
The department lists six requirements for each photo supplied with a subclass 103 application:
- passport-size, 45 mm x 35 mm
- less than six months old
- good quality colour — laser copies are not accepted
- a view of the full face
- taken against a plain light-coloured background
- untinted prescription glasses are acceptable
If a head covering is worn for religious reasons, only the face needs to be shown. That is the whole of the published specification: there is no separate digital specification, no file-size rule and no studio accreditation requirement stated on the page.
The practical failure modes are mechanical rather than legal. A photo taken for a passport five years ago is not "recent". A home printout that looks acceptable to the eye can still be rejected as a laser copy. A portrait cropped from a group photo will not reliably satisfy the full-face and plain-background requirements. Because four photos are needed per person, the cost of getting this wrong multiplies across every applicant in the file.
Who needs photos, and how many?
The requirement is written as four recent photos of anyone included in the application — not four per family. The main applicant, a partner, and each dependent child included in the same application each need their own set. So a couple applying together supplies eight; add two dependent children and the total is sixteen.
This matters when family members are added later. Adding an additional applicant after lodgement (Form 1436) requires evidence of the relationship and a copy of that family member's passport, and the photo supply follows the same logic: whoever is in the application is in the photo count.
What identity documents does a subclass 103 application expect?
For each applicant, the department asks for the pages of the current passport showing:
- the photo
- personal details
- passport issue and expiry dates
In addition:
- a national identity card, if you have one
- proof of change of name, if applicable
A valid passport matters beyond the document checklist: the page states that you, and anyone applying with you, must hold a valid passport before the visa can be granted. An application built around an expiring passport tends to surface as a problem at the decision end rather than at lodgement.
What counts as proof if your name has changed?
The department accepts several documents as evidence of a change of name:
- a marriage or divorce certificate
- change of name documents from an Australian Registry of Births, Deaths and Marriages, or the relevant overseas authority
- documents showing other names you have been known by
The underlying test is consistency. The name on the photos, the passport, the sponsorship paperwork and any relationship evidence should reconcile. Where a birth certificate, a marriage certificate and a passport carry three different name forms, the change-of-name document is what closes the gap — and the file is more legible when that document is supplied pre-emptively rather than after a request.
Why identity gaps carry heavier consequences than other errors
Most documentation problems produce a request for more information. Identity is the exception. The official page states that if you cannot prove your identity:
- the visa application will be refused
- another visa might not be granted to you for 10 years
- family members listed on the application might also not be granted a visa for 10 years
Separately, the department warns that there are consequences for not providing accurate or complete information. In a subclass of this kind — where the queue is long and decisions arrive years after lodgement — an identity defect discovered late can undo years of waiting rather than add a few weeks to it.
Which forms appear in a Parent visa 103 file?
The forms most commonly encountered are these. All are published on the department's form listing.

Two mechanical points follow from this table. First, Form 40 is a sponsor's document, not the applicant's — it sits outside the identity bundle and is easy to overlook if the applicant and sponsor are assembling paperwork separately. Second, the same forms are reused later: 956A and 956 are also the withdrawal instruments if you stop using a recipient or an adviser, so the form you lodge at the start is the form you may need again at the end.
How is the application lodged, and what changed in 2026?
If you apply on or after 22 April 2026, the official page states that you must lodge online using ImmiAccount. The three listed steps are to create or log in to an ImmiAccount, attach documents, and pay the application fee.
Where a genuine technical issue prevents online lodgement, the department describes submitting an ImmiAccount Technical Support Form; if technical support does not resolve the issue, it will consider allowing a paper application.
For paper applications already submitted, the department says any Parent (subclass 103) application lodged after November 2018 can be imported into ImmiAccount after the acknowledgement letter is received, using the application ID, date of birth, and identity document number. Importing gives access to online services: attaching supporting documents, viewing messages, updating details, and checking status.
The department also states that it cannot provide progress updates within normal processing times, and that it will contact you if anything further is needed. That is the reason the lodgement bundle matters so much in this visa: a request that arrives years later is answered years later.
What happens if something is wrong after lodgement?
The mechanism is Form 1023 — Notification of incorrect answers — which the page says to complete as soon as you can after making a mistake. It can be uploaded in ImmiAccount if the application was submitted online or imported, or sent using the Parent visa processing centre form.
You are also expected to report changes to your phone number, email, address, passport, relationship status, and family composition including the birth of a child. Failure to keep those current is a common source of missed correspondence in long-queue subclasses.
Two other mechanical end-points are worth noting. The second instalment must be paid before the visa is granted; the department sends an invoice when it is due, and states that non-payment will result in refusal. And the application fee is not refunded if the application is refused.
