Does a 190 visa make me a permanent resident, and from when?

Assume an applicant was offshore at the time of grant and delayed their first arrival by several months — their residency for citizenship purposes would run from the arrival date, not the grant date, even though their status as a permanent resident began earlier.
Can I work and study without restriction?
